Basically, both parents have custody of the child. All countries of the European Union acknowledge the right of a child to have personal relationship and a personal contact to both parents even if they live in different countries. The child has the right to interact with each parent, and each parent has the right and duty to interact with the child. The right of access gives the entitled parent first and foremost the power to see and speak to the child at regular intervals. In addition to the personal encounters, contact also includes mail, e-mail and telephone contact.
Advice and support on the question of whether and how contact with the parent living abroad can be given by the youth welfare offices or, in the case of conflict, the family court.
