Every child from the age of one has a legal right to a place in a kindergarten or day care. But it is the decision of the parents, whether the child should attend a Kindergarten or not. There is no duty in Germany to send a child to the kindergarten. Nevertheless, it is advisable to exercise the right to a kindergarten place, as children of this age learn a lot and will be prepared for the transition to primary school. This is also the best opportunity for the child to learn German.
